Give 'Everyone' access to C:/ProgramData/Microsoft/Crypto/RSA/MachineKeys ( right click then select properties, then go to security tab, select on Everyone then click edit button and click allow then click OK ) 

ProgramData isn't an option when searching for it you'll will need to add it in manually in the URL of the file explorer.
